"Stand-your-ground laws and other legislation negatively affecting the African-American community." Our goal here is to show how certain laws enacted in certain jurisdictions disproportionately affect African-Americans within that jurisdiction. The speaker is free to discuss policies, such as the stop-and-frisk policy that was enacted in New York.
